In Urban area, the 4G uses high frequencies very far from the TV band and is not likely to cause any interference. In rural area, however, they use frequencies around 700 MHz. This frequency was previously used by the Digital Terrestrial Television (DTT) network to broadcast television and a lot of people still got Antennas tuned to pick up this frequency. If you are not very far from a mobile phone transmission tower it might be the cause to your poor TV reception.
